Why leaks get misdiagnosed
Water travels. It gets under a shingle at a lifted edge, runs along a rafter, and drops through the ceiling two rooms away. If someone patches the spot directly above your stain and calls it done, there is a good chance the entry point is still open.
We start in the attic when we can, because that is where you see the actual path. Then we go up top and check the places leaks really start: flashing at walls and chimneys, pipe boots that have dried and split, valleys, and nail pops where a fastener has backed out and lifted the shingle above it.

When a repair is the wrong answer
Sometimes it is not worth it. If the shingles are brittle, the granules are gone, and there are leaks in three separate places, a repair buys you a season and you pay twice. We will say so.
The reverse is also true. A roof with eight good years left and one failed pipe boot does not need replacing, and anyone telling you otherwise is selling. A repair on that house is a couple hundred dollars and it is the right call.
